Here's a nice quote from the PM himself -
"Design should never be seen as last minute, superficial packaging and styling rather than a management discipline. Used strategically to help in the development and communication of policies, design can help to deliver important benefits across the whole of government."
A useful site too, from the Design Council, explaining how the design process works and offering guidance on how to manage the design process. It's aimed specifically at government departments but I think it would do for any organisation. Shame it's not available as a PDF or I'd be handing it out left right and centre.
